Phase I

The first phase of the C3 Program, which began in May 2004, was successfully completed in September 2008, retiring 250,000 metric tons of offsets. This is equivalent to removing nearly 46,000 vehicles from the road.

The offsets retired were generated through the participation of nine local ready mixed companies, one national ready mixed company, and two concrete products manufacturing companies. Offset incentive payments ranged from $600 to $68,000 per participant for the Program duration and encouraged the replacement of more than 290,000 tons portland cement using GGBFS, fly ash and silica fume.
